My understanding is that is correct. If I remember correctly, Nersesian's "Beat the Players" says the same thing.
Under current Nevada law, casinos have the right to trespass (evict) any customer for any reason. They only have the right to detain a customer until police arrive if they are going to press charges and if the charges are upheld in court, otherwise they are committing false arrest and the customer is entitled to compensation for having his civil rights violated. Since casino security and management are not police, any detention is a citizen's arrest and must meet those standards. Probable cause is not sufficient to conduct a legal citizen's arrest. Citizens can sue each other, and they can report each other to the police, but they can't legally arrest or detain each other, unless the standards for a citizen's arrest (detainee determined by a court of law to have committed a felony) are met.
