Per Vital Vegas and directly from the State of Nevada:


Does this apply to gaming establishments or restaurants with gaming machines installed at a bar located in "Elevated Transmission Risk" Counties? 

Bars, pubs, taverns, breweries, distilleries, and wineries not licensed to serve food and located in a county with an Elevated Disease Transmission shall close and remain closed, including these same establishments located in restricted or nonrestricted gaming establishments. They are permitted to offer curbside delivery and home delivery where permitted by local code or ordinance. 

Restaurants and food establishments, and bars, pubs, taverns, breweries, distilleries, and wineries licensed to serve food in a restaurant-type setting, including those in a restricted or nonrestricted gaming establishment, must close bar tops and bar areas to customers, but bar beverages may be served at tables outside of the bar area for onsite consumption. Customers must only be served via table services and may not order from a bar top area.

The keyword is "restricted". Locations with less than 15 machines are considered as such.  Casinos like MGM are not included.

Was there last two days.  Most people wore masks, although quite a few not properly.  Saw a few without and nobody challenged them (even at check-in desk).   Couldn't even get a cup of coffee...Starbucks closed and Tazzo line long (with no distancing despite markings on floor).  No coffee machines in rooms.  Did see one man spraying machines and wiping them down.  If you are going and staying over, take your own food and beverage.  No place to sit except on the roof (if there is room under the tent).  If you get hot food from Bills Burger, it will be cold before you find a place to eat.  Left early and hit McD's.

Read this again.

The directive will apply only to bars in locations where there are 15 or fewer slot machines -- Nevada's "restricted gaming industry" -- not casinos like Caesars Palace, MGM Grand, etc.
