I got some clarification on this. Here's what I've been told:
The D no longer offers cash back as an option, but watch for that to reappear for a top-tier benefit in 2019. We plan to launch tiers in 2019. Golden Gate never offered cash back.

I was told by a D/Golden Gate club attendant that points can no longer be redeemed for cash just free play. Their website seems to agree with this.
