They say that and if you don't challenge them that is it. Gaming regulators in most states have sided with the players in these disputes more often than the casinos. One time Harrah's in Illinois mistakenly sent $500 offers to people that should have been $5 or something and they would not honor them when they realized the mistake, but Illinois made them honor them to the tune of millions of dollars

Bottom line is yes, they can do whatever they want, change the rules as they go, and so on.  Much like the airline frequent flyer programs.

In New Jersey, there is typically a gaming regulator on the floor 24 hours per day. If such player had complained to him/her, I think they would have to unlock it. Perhaps it would go to gaming control board or commission. This is if someone wanted to bother over a $10 or less gift. If it were Nevada and you won the point, you would lose the war, because you would then be '86ed and offers cut off. In New Jersey they won't be able to bar you, but you will not get any more offers. What would really be interesting if New Jersey would order them to stop making offers that were in fact contingent without being specific what the contingency is.

If they want to give away a toaster and require 100 points to get the toaster that is fine, if that is the promo. But if they just let you pick up a toaster, I don't think it is OK for them to say "that current free room offer we already sent you is now invalid", because you did not play when you picked up the toaster. It is easy enough for them to put a point requirement in for redemption at the time, casinos do that all the time and then it is straightforward, players are not guessing what the expectation is. A free gift offer is just that free, if it a contingent offer, they need to be explicit what the contingency is even if it is one point,
