The way I read it, they aren't talking about a "Sapphire Tier B".  The "B" is part of "B Connected", their name for the Boyd players club. Here's one of the sentences where that appears:  "Young at Heart participants that are Sapphire Tier B Connected members and above only, must swipe at the kiosk prior to play to activate the point multiplier."
