Tom, usually they give you 2 times. One is when the ship leaves and one is an 'All Aboard'.  If they said no more embarkment after 11:30, you can't really complain. If they said you could board until 12:00, time for small claims court.

Going there in Aug 2018. (going alone)

I have a bunch of free options at various Caesars properties but these 2 stand out, mainly because of 'Suite':


Ballys Vegas: Jubilee Junior Suite (844 sq feet) and Resort Studio Suite (590 square foot )


Which is better? Why?
