More precisely, the probability of hitting the fourth card is 2/47. Therefore, the probability of not hitting the fourth card is 45/47. The probability of not getting the fourth card in 30 attempts is (45/47)^30 which is roughly 27.1% which I agree with sheiky2 that it is not unusual.
