There is not, in my experience, any direct ratio. Depending on the number of points you have, they will apply credits to your bill. I don't remember precise numbers I've had credited or heard others credited with, but it seemed that each additional 2500 points incremented the amount of your credit disproportionally. We didn't spend much on our last cruise, but everything on our bill ~$200 got wiped out with about 5000 points. The host said she would have done more, but that's the only charges we had except for the gratuities.
As for the randomness of the machines, or more precisely, that they might be gaffed, that would imply that they would obviously have fewer jackpots, such as RF's and W2G bonus quads than normal. Else, why would they gaff the machines? But my experience has been exactly the opposite. If I were writing the trip report, I would have to say that there are MORE big wins than I would normally expect. I've been on 5 cruises, 2 on Carnival, the last 3 on NCL. On every cruise, I have won, and my wins have in each case more than paid for the costs of the cruise. On the last cruise, last day, a $1 RF. The cruise before, a $1 RF and a $2 quad A's with a kicker. The one before that $1RF's on back-to-back days.
Yes, the paytables are terrible, but the right button press at the right nano-second will still get the desired result. I obviously can't swear that the machines are honest - I've never looked inside, or examined the RNG. (Not that I'd know what I was looking at, or for, anyway) I didn't notice any fewer quads than might be expected in a 7 day visit to any casino anywhere. I don't think that the infrequency of quads on the Epic is anything more than an unlucky, but normal visit to the trailing tail of the distribution.

The 1850 Shelby County, Alabama census records 56 Crims. Those under the age of 25 were born in Alabama, those older than 25 were born in South Carolina--which pretty much means this Crim clan migrated in the year 1825. There were 4 patriarchs in the clan, George Crim, Hardy Crim, Abraham Crim and Peter Crim.
I'm a descendent of George (3rd great-grandfather) and have been Y-Chromosome DNA tested by Ancestry.com. Descendents of Abraham Crim and Peter Crim have also been DNA tested. The tests prove our relationship. So I'm about 100% sure that my father is my real father.
My 2nd great-grandfather, William Wesley Crimm, somehow wound up with two M's in his last name.

Sorry, Randy, but that's just not true. The update was sent to you, but
it was rejected by your ucla.edu ISP. I responded to each of your
emails telling you this.

with .edu suffix rarely work, and gmail never works. If you don't have a
