I'm a newer user of Uber, but I've used it 4 or 5 times, and all cases except one, I was charged substantially more than it said the charge would be when I ordered the ride. Since you don't get the automatic billing till after the ride is complete, I have no idea how to complain about it. I do like the service because you can order the larger, luxury vehicles and many times we have 5 or 6 pieces of luggage and my wife's portable scooter.
