That's just a really poor excuse from them. They could let players book their own trips, they could outsource to a third party travel agency, they could find some temps who have travel experience. All of which would cost significantly less than the fare increases they're experiencing from the delays and the loss of play they're experiencing from trips that don't end up happening.
It's also really poor planning. They knew they added however many trips this year, why did they not start training/hiring people in October?

I talked to someone high up in CZR. They know the problem. Passport is swamped because so many left their trip bookings until the last month or two before the March 31st deadline. Employees in Passport have to be specially trained to meet airline booking rules so they just can't throw in anyone to help out temporarily. A few employees who had that training but are now in other positions have volunteered to come in on weekends to help clear the backlog.
