The Downtown Grand is an absolute mess and not worth going to IMO. I tried playing there for a bit to see what I'd get but it was really nothing. Their mailers are comparable to Boyd for locals in terms of freeplay & dining. I've walked out of their restaurants about 3 of the 5 times I've gone because of lack of service & incorrect order issues. The top tier card ha no real benefits except an increased point multiplier which they may run once a week or some months they might not have it at all. Anyway even with the multiplier the quarter 9/6 or dollar bonus poker are sub-$10/hr games. I think all their games are server-based because they all tend to lock up once in a while, sometimes in the middle of a hand, and no it's not just an open door or anything like that.

They are constantly moving things around in there trying to find some sort of niche and I don't think it's working out.

I think you are totally wrong when you state that "you put up nothing of value to play". Specifically what you put up of value is your time, energy, and transportation costs. What the casino got of value was your presents at their place of business, which is EXACTLY what they hoped for. Clearly value was provided on the customers part, what is not provided from the casino is a chance of winning high multipliers as indicated on the game.

I am guessing you will not enjoy hearing this, but the way bonus games on penny machines work is even worse to me. Everything is predetermined, as far as what you will select (when playing such a bonus), and what you will win. It does not actually matter at all what you select or how you play the bonus game.

If you select on prize, $20 for instance, and the prize next to it was $100, I assume everyone thinks "Damn, if only I had picked THAT box!". But in actuality, it matters zero what box you selected, the game had already determined that you would get a $20 prize for that selection, no matter what box you picked.

To me this takes absolutely all enjoyment out of these games. It applies to your multipliers the same, it doesn't matter which of the 6 options you choose, it has already decided what your prize will be before you select one. Making it seem like you have any control over the outcome at all is simply a facade.

The Kiosk game is a marketing thing, the six choices are randomly selected but selected based on criteria for your specific player profile. The five other choices revealed may or may not have been representative of the actual choices you had. In short, it's all a marketing scam. You put up nothing of value to play so it's not gambling.

The casinos are not always held to a requirement that each "event" be equally likely.
For example, a Megabucks machine will have 3 reels and on each reel there is a Megabuckssymbol.   However, that symbol will not show up with any frequency even close to the inverseof the number of symbols on the reels.   Yet it is random.
How can this be?
Its called a virtual stop.  Each wheel has a number of stops or positions.  For old school slots, I think the number was often 22.   Each of these is mapped to 1 or more numbers generated by a RNG.   So, for example, there might be numbers 1-300 from the RNG.These are mapped to the wheel positions.  Its likely that only one number is mapped to the Megabucks position.  Most of the numbers will be mapped to blanks.   The RNG generates the number for each wheel quite randomly.  But the weighting caused by the mapping creates very non-random looking behavior.
Note that casinos wanted to have   "7 7 blank" type results be mapped to the game result.   This would allow them to have a great number of near miss results to milead the gambler into thinking they were close.  That behavior was not allowed by Nevada gaming.   With the current rules, the player at least gets to see that the Megabucks symbol comes up VERY rarely.
This is all quite legal.   Personally, I think its awful.  A fairly simple redesign of the games would makeit possible to have every symbol be truly equally likely while making it possible to have very high jackpots.  One simple idea is to simply add 3 more reels.    For any game, the odds of every outcome should be intuitively obvious as they are for a fair set of dice or cards.  And that also means that the number of possible results for each game element should be provided.  The current rules allow casinos to offer games where the player cannot know what his odds are.   This is gross and totally biassed towards the casino.  All games should be an "open book" when it comes to the frequencies of the various game states.
Promotions have even fewer rules.  Kiosk games simply don't have to be random.   It is probably a very bad idea for casinos to pretend otherwise.   Had Nudge been presented with 50 choices and only a few were high multipliers, he might be annoyed, but he would not feel deceived.  Casinos who give customers any reason whatsoever to feel cheated are being operated by morons.   So while Nudge probably has zero legal recourse, the casinos should be very aware of his anger.  He may be more vocal than most, but he is far from alone.  Even ploppies will get annoyed when the game shows 6 multipliers and they always get the crappy ones.  Why do this to customers?  Sadism?   It must be, since it is not a way to make them happy they came to your casino.

The reason I believe that the YAH promotion IS gambling is because I have to make an investment of time, energy, and money in order to play the game. While it is true money is not put into the machine I am still investing valuable commodities. In addition the casino is getting something in exchange for my participation in the game, they are getting me into their casino which certainly has value for them. If they are getting value then I must be losing something of value to the casino. It all sounds like gambling to me, just because I don't actually put cash into the machine does not disqualify it as a gamble as long as I am putting up something of value.

There is a large literature out there on the general topic of randomness. Algorithmic RNGs suffice for most computer gaming. Physics people, who get anal about this, point out that using an algorithmic RNG is "living in sin". It is my opinion that any departure from pure randomness (whatever that might be) by VP RNGs don't have an effect you would notice.

Some years ago I developed a physical RNG, and was sent to the IGT factory in Reno to talk about it. It was an interesting afternoon. One thing I learned that I didn't know: In between plays, the machine's RNG free runs (shuffling the deck so to speak). When you hit the deal button, a snapshot of the RNG is taken and used. So, you are taking a (time) random sample out of a (pseudo) random process.

I don't know for a fact one way or the other if IGT ever converted to physical RNGs. I personally don't think it matters a whole lot.

A.P. If the game is considered to be gambling then it MUST be fair and based upon a RNG. They would not be allowed to mislead you into thinking you have a 1 in 6 chance of a good output only for reality to be otherwise. Suppose the same thing were done on a VP machine? Aren't we all playing under the idea that each hand is based upon a new desk of 52 cards with the same chance to get any card at any time. If it were otherwise it would be an illegal game.
