This might or might not make it as a QoD, so here's a direct response from the locals.
The consensus is you'll be playing VP at a bar of your choice by Labor Day.
Yes, it'll be when the governor decides, but he's under pretty intense pressure to open up the bars again and we here doubt that he won't do exactly that in time for the long holiday weekend.

Any idea when casino bars will open? Coming down from Indiana Labor Day weekend and primarily play at the VP casino bar. I see another week while other counties open My host says until the governor decides which sounds like never. Any ideas?? Thanks!!

We just came back from LV. We didn't see a bartop machine in service anywhere we went--Downtown, The Strip, locals casinos and local bars.
The closest we saw were several standalone machines in service at the Crown and Anchor on Tropicana.
