Back in the day, I met an exec at the Mass State Lottery. He told me how their org maximized profit by changing the odds of games.
If sales were down, the EV would go up on the next batch of tickets and Vice Versa. That may take several weeks so it's kind of like Treasure Island article in slow motion. Their rake is ~30% and the lottery makes a lot of money.

The article appears to be accurate and honest. I have great doubts about the book that is being sold though. There are certain things that can be done to improve your odds of winn ing, but it would make a short book. Always play max coin on a progressive jackpot machine, wait for the progressives to get huge before playing, higher denomination machines have the lowest casino edge, gimmicks increase the house edge and stuff like that.
