First of all, would like to know if the Baltimore casino has its own hotel, or if they "partner" with nearby city hotels (as some locations do). Appreciate any information on that topic as I get to the DC area once or twice a year and would extend my trip to stay in Baltimore if worthwhile.
Secondly, with regard to getting comped rooms, my experience is same as yours -- I'm Diamond (early in the year most every year as long as they've had diamond, occasionally qualifying mid-year instead), but when I go to a property where I haven't played before, or haven't played "recently" (usually their definition is the last six months, sometimes even less), I can't get comped. The routine is usually full rate or sometimes a somewhat reduced rate, and contact them when I'm ready to leave to see if I THEN have qualified for any level of comp based on my play that trip.
If it's a property where I've played more regularly or more recently, I get better treatment (depending on my play, of course), but being Diamond is of no value whatsoever to me when at a new property, or one where I haven't played for several months, other than access to the Diamond lounge and shorter lines.
I'm nowhere close to Seven Star and won't try to make it, but I do understand Seven Star to have much better treatment, deservedly so.

I'm a Diamond player 27,000 points so far this year, living in Buffalo, NY
I don't think I'm doing to bad however when I called my Vegas host and Baltimore
directly I could not get a comped Friday or Saturday night right thru the remainder
of this year.
I'n sure you will being a 7star player but I would like to know if you get whatever nights
you want at one of their partnering Hotels.
