If you're asking about the machines with positive games like FPDW, yes, you get the multiplier on these. (At least I did at one time. It's been awhile since I have played there.)
Someone mentioned here recently that the FPDW machines now take $4 to earn one point, so you won't get many points even with a multiplier.

It says somewhere right on the machine that the average frequency of the Super Times Pay multiplier is 15 hands. Having played STP myself, I don't think going 100 hands without a multiplier is unusual.

If you thought the new promotions department idiots are a Hard Rock couldn't make things any worse, you would be wrong. You can no longer earn all 4 weekly six packs of Coke on one day. Starting in February, you can only earn two on Monday and have to return and play on Tuesday too if you want the other two six packs.

At Pechanga recently, had a 2k slip..and had to go thru about 6 suits and 5 "nothing I can do's" until finally (after threatening never to come back, etc., ) they paid me. Paid extra too, cause I had trips on the machine, worth $75 (15 x 5) and they gave me the full 2000. Even after I explained that I was only owed $1925. That one took about two hours. You just need to cajole, plead , beg , threaten until you find someone with just a little redness left in their Black Heart to get you paid.....
Course I assume getting paid has almost exclusively to do with your level of play....

While redeeming Free Play for a friend (with their consent) may run contrary to the rules of a slot club, I doubt there's anything illegal about it.
Keep the activity within reason and I doubt you'll draw unwanted attention.
FWIW, there's been discussion of a group of individuals who've managed to register multiple new accounts using false id's and have redeemed FSP on subsequent visits. It's suggested that it was the use of fraudulent id's that warranted the attention of outside authorities.

Has anyone heard about the crackdowns on cashing out freeplay? Mostly Caesar's properties on the east coast. I occasionally play through and cash out free play for a friend. I am not sure I want to get arrested for it.

In my experience, Win/loss treatment of Free Play and other promotional credits can be inconsistent.
Caesars w/l statements clearly treat Free Play vouchers as an equivalent to inserted cash (and therefore typically inflate reported losses vs actual cash position). Not clear how they treat downloaded credits.
MGM casinos (and some others) appear to disregard downloaded credits, and therefore tend to be more accurate.
