Quite often when a casino locks your PIN it is permanent. Not always but if they deem you undesirable they'll just cancel offers and lock you out.

There is a disclaimer on every offer that basically says the casino can do whatever it wants.

Just last week a friend went to Harrah's Philadelphia to pick up a gift card he was offered, but his account was locked so he couldn't log in and claim it. This also has been happening to a number of others both in Philadelphia and Atlantic City.

What do you mean by current?  Generally most gaming regulators are going to make them honor anything they already sent out. If they want to give away a toaster and require 100 points to get the toaster that is fine, if that is the promo. But if they just let you pick up a toaster, I don't think it is OK for them to say "that current free room offer we already sent you is now invalid", because you did not play when you picked up the toaster. It is easy enough for them to put a point requirement in for redemption at the time, casinos do that all the time and then it is straightforward, players are not guessing what the expectation is. A free gift offer is just that free, if it a contingent offer, they need to be explicit what the contingency is even if it is one point,
