The Rampart chart of card level benefits is misleading. You don't get weekly tier mailers just for having a certain card level like "Summerlin Room". As the footnote says, they are based on your play.
These monthly mailers that contain weekly bounce back are based on how much and what you played during the mailer qualifying period.
Be grateful for whatever they give you because they have no-mailed numerous customers who they somehow determined should not receive mailers.
