Try Enterprise. They usually will deliver the rental to your hotel and may
even drive you back to the Airport. Prices are reasonably competitive with
Hertz etc

The last time I needed a car I went into the business services office just
off the elevator of the Palace Towers at Caesars Palace. The lady called the
rental place (I don't remember which one) and set up my car, and had a
shuttle driver pick us up and take us to the rental location. It was cheaper
than renting at the airport. I coincided the return with our departure,
saving me cab fare back to the airport.
