This would be optimal if there is another similar progressive you can go to after the first one hits, in other words the royal doesn't actually end the play, the play continues at another bank. However, if the royal really does end the play, then min-cost-Royal (or min-cost whatever jackpot the progressive is on) is the optimal play, and DOES NOT change with progressive royal values. There's a question of how does competition affect strategy, I'm not going to go into that. Kneeland's "Secret World of Video Poker" has a lot of info on these types of topics.
