It's been a while since I've been there and used a limo, but I seem to remember that the limos now need to park in a more remote area. This means that the driver has to either wait for a call in the remote area ("I'm here") and then drive around and find you, or leave the car and come to the baggage claim area with a sign ("Smith") and wait for you, and then walk you and your bags to the remote area (so, by "remote", I don't mean that you need a shuttle to get there). I think this may be a post - 9/11 change, as I seem to recall previously being met by the driver at baggage claim and a very short walk to the curb for the car. Also, it may vary according to which terminal you're at.
I always tip somewhere close to the taxi fare (without the taxi tip), if I know it, minimum $10 even if it's a short ride, and usually $20 -- and that's been 10 years ago or more, so allow for inflation. I figure I'm getting a very nice ride compared to the taxi, a lot less hassle, no risk of being taken the long way (I used to know my way around and be able to tell them which way to go, but not anymore), and I see very little upside in being perceived as cheap (there may be no downside to it either, but why take a chance? - at least until my bags are safely in my room :)

My experience in Vegas each time I go is I'm waiting on limo driver and calling transportation to see where's their at. Out of 9 trips with limo in past year there was only one time they were waiting. In fact a few times I've had to take my luggage outside and wait
