My experience in Vegas each time I go is I'm waiting on limo driver and calling transportation to see where's their at. Out of 9 trips with limo in past year there was only one time they were waiting. In fact a few times I've had to take my luggage outside and wait

I suggest you not consider less than $15 for your limo driver. Considering that he needs to be in place about 15 minutes early, in the event of an early arrival, I wouldn't be surprised if as much as 2 hours of his day is allocated to your pickup.
He's authorized to pick you up. Hard to say how he's likely to react to tagalongs, but be prepared to be refused.
All things considered, are you sure you wouldn't be happier dealing with the shuttle?
