Your first assumption is correct. They are being hit frequently due to game preference. The meters move equally...or at least they did when I checked each individual machine late at night and reported discrepancies to the casino which were immediately fixed. Five machines had broken progressive links. This was resolved.

About a week ago I checked them all again, and all was well.

People simply aren't always playing the highest game.

It is unexpected (at least to me) and it makes it even better for people that do always play the highest meter, because it tends to pump them up far beyond what was anticipated. The extra money for the smart people is coming directly out of the pockets of the less informed. It is important to note this extra return comes not from the casino's pocket. An equatable exchange, I think most would agree...especially live poker players who are used to the practice of paying the casino a rake for the opportunity to take money from those less skillful than themselves.
