The bacterial argument is a smokescreen, albeit a valid one---the
casino doesn't want you getting sick from that food you took home,
without refrigeration, and ate a few hours later, and then suing them
or making a complaint. But the "you can't take it with you" policy
predates bacterial awareness.
The real reason is that they figure that you will eat x amount of
food, but no more than all you can stuff down--allowing you to fill up
your purse with muffins, or whatever, skews that calculation and adds
to the cost of the buffet. You can bet that if they didn't have and
enforce such a policy, some people would show up wearing backpacks.
