"HARRISBURG - Through several decades of debate over legalized gambling in Pennsylvania, interests representing nonprofit groups, casinos and taverns have competed against each other to win approval to offer gambling to patrons.


Nonprofits hit the jackpot first with small games of chance in 1988, casinos were next with slot machines in 2004, and the addition of table games in 2010. Taverns, however, have been left out despite bills to allow them everything from video poker machine to keno and blackjack tournaments. 


This situation came close to changing one day last week when the Senate approved a bill legalizing small games for taverns and the House appeared ready to quickly follow suit. Instead, the Senate-approved bill cleared a key House committee, but a floor vote was put off until lawmakers return to session after the Nov. 5 election.


"We're going to get this finally done," Amy Christie, executive director of the Pennsylvania Licensed Beverage Association, said, expressing optimism about the final outcome.


The two-week delay will allow time for House lawmakers to become more familiar with the bill's details, but it could also give rivals time to organize against it......."
