I have been to "Top of the World" three times. You do not feel the rotation. We had window seats each time and we have never gambled at the Strat. The food was very good. I would go about an hour before sunset. That way you get to see the view in daylight and dark. I had our whole family out to LV to celebrate our sons 21st birthday.
