You're correct that the increase was to keep the comp value the same, not to increase the free play or cash.
I'm not so sure that person really got an increase from $1400 in slot play to $2300 in cashback. They should swipe in a kiosk and see how much they have available now.
Maybe a reliable Station employee can answer your questions. And then ask another one at a different casino to see if you get the same answer. There's been a lot of misinformation circulating, some given out by employees.
