The cards you are dealt are random, how you draw to them is not.
The 1 RF every 32,898 for a progressive JP, comes from cycling through every hand you can get dealt. That's every combination you can make drawing 5 cards from a 52 card deck.
It's exactly like knowing that a coin comes of heads half the time, and tails half the time, because it has two sides. In this case, there are simply 2.6 million sides.
52*51*50*49*48 / 1*2*3*4*5 = 2,598,960
4 of those are your dealt Royals, the reaming ones are drawn. The total is about 79.
2,598,960 / 79 = 32,898
