Once you achieve a level during a year, you maintain that level for the rest of that year and for the following year. In that following year the points you accumulate will determine your level for the next year.
As an example.
Let's assume with this new system that Boyd has determined that you are now a Sapphire player and have 1,000 points. If you don't earn anymore points for the year you will have a Sapphire card for the remainder of 2018 and all of 2019.
On January 1 , 2019 your tier points will reset to Zero and whatever tier points you earn during the whole year of 2019 will determine your card level for 2020.
If during the year of play in 2019 you accumulated enough tier points to reach Emerald you would be awarded that level immediately and also have that level for 2020.
At least that is the way that I interpret everything I have read so far.

Sapphire will be good for one year. Tier points are reset to zero at end of year. Hopefully they will be hurt by this change and be forced to loosen up.
