Unless the casino changes the bet size, say from $1.25 to $1.30 or whatever, the meter rate comes out of the casino hold. For a casino to stay in business the meter rate has to come out of the base return, leaving the hold the same. And meter rates have to be at least a percent to have a meaningful progression. Quarter percent progressions and less aren't really meaningful progressives. There are plenty of those around and, surprise, they get very little play.
