I'm not sure this is so new. When I booked my 7* retreat to Baltimore in December I was told that Baltimore was not an automatic place for a retreat and they had to approve it. My host sent over my request and information and it took a few days to get back a yes you are approved answer.
Maybe Harry is right that they are looking over your history and making sure you are not a stay with no play kind of player.
Hope someone gets a definitive answer as it is hard to plan ahead guessing!
