The host in Cincinnati is wrong. The rule says "may".
Hosts should contact a host at the destination property to see if they are
accepting Annual Retreats or Aspiration trips on a case-by-case basis.
There were very few retreats/Aspiration trips last year to these casinos
that don't have hotels, but I don't think any casino is going to turn down
the opportunity to host a Seven Stars cardholder, short of a city-wide
convention or some other event that makes hotel rooms prohibitively
expensive over the time you plan your visit.
I don't have the rules handy, but I believe there was similar wording in
place last year -- mainly regarding comp rooms with 48-hour notice. The
casinos without hotels have to pay for these rooms, so they want to see
sufficient play to cover their costs. If someone travels to Baltimore,
Cincinnati or Philadelphia, for example, uses the free room and just goes
sightseeing, and doesn't set foot in the casino, you can bet there will be
no more free rooms available to this person for a second visit.
