I was there in October and got their $8.95 prime rib special, along with drinks, an entree for my wife, and dessert and they took 50% off the entire bill then.
I guess it depends on who is working that day how they choose to interpret the rules. Perhaps your cashier "misinterpreted the rules ;)" ... or perhaps mine did
