You do NOT have to purchase it for both devices.
If you have an iTunes account and have purchased the iPhone App that is all you have to purchase. ALL iPhone apps will work on iPads and once you have purchased the app once for iPhone you can install it on your iPad. By purchasing the app you now have rights to it and it can be downloaded on too any other Apple device as long as it's compatible. I've been using it on my new iPad for just over a month. My son has iPod apps that work on my iPad and vice-versa.
