Your lottery ticket analogy is exactly right! I think New York Indian
casinos are "Class 2" machines meaning they are either bingo or lottery
based similar to scratch offs (I think NY uses the latter.). How you play
the cards has no effects on the results. Similar to a slot machine. The
state has a 10% average hold in NY.
Did your game have a "match card" bonus or a "genie" that would sometimes
change the drawn result. Either of these is an absolute tipoff that you were
playing a "Class 2" game. A tiny bingo card on a video poker machine would
also be a dead giveaway.
If a state with casinos has no casinos listed in the vpfree2 database, then
this is usually why.

What type of machines do they have at this casino? I was playing a Dueces
wild machine and playing using a strategy card. On most hands when I
followed the strat card I lost. When I would hold the correct cards i would
notice that the cards that came up were the ones to complete the ones I
threw away. I finally started holding cards for the non favorable hands and
started to win. I had a 2 of a royal with a duece and just held the duece.
the cards that came up were the rest of the wild royal, If only I had held
the origanal 2 cards. another time I had 3 to a flush and 3 to a wild royal.
I got the flush. It seems to me the machines are paying like lottery
tickets. Crappy!
