Yes, there are video poker machines at Rio that will take the reel rewards tickets. Most are carnival type video poker such as Ultimate X and the ilk. At Caesars there is usually a sticker above the TITO that tells you whether a machine will take reel rewards.
No, you cannot just cash out the reel rewards, you must play the amount on the ticket through once to cash out.
I recommend playing the $500 through once and cashing out then finding better paytables. Even if you play it through on a slot machine with a 90% return it's still an expected value of $450.
