You appear to be confusing marketing offers with being comped "on the spot". You'll likely be rated playing $20 at the tables, especially if you're tipping. But the original poster is asking about having his room charges and/or incidental charges waived as a result of $30k in video poker play, and I can say that's highly unlikely to happen at Paris. IP/Flamingo/Harrahs, I'd say it'd be more of a possibility, but CET sees Paris as more of a "premium" property.
Also, while you're "expected" to not lose more than a grand, remember that's at the end of things. There's still ups and downs involved, and you could easily hit -$2,000 over the course of those swings before making it back up again. $1 video poker is fairly volatile, even playing Jacks. I come up with: (All values are in loss amounts)
Near breakeven: ~17%
$300 to $1000: ~32%
$1000 to $1800: ~23%
$1800 to $2500: ~6.5%
Over $2500: ~0.7%
Of course, I'm also coming up with a 12% chance of doubling your money, so it's not all bad.
