He was responsible for cashing in his ticket before the
expiration date. If he had not been so irresponsible, he
would have been paid and he would not have had to file a
claim with the Gaming Commission.

winning bet."

Huh? Why not?

Cogno said: "He asked the casino nicely to pay him the money
they owe him."

They do not owe the money because the ticket is *expired.*
I'd like to see someone try to cash in a ticket from 10 years
ago....and then claim that the casino still owes the money!

Cogno said: "Having a policy denying the payment of winning
bets after 60 days is an unsuitable business method."

Who is to say what amount of time is a *suitable* business
method? Personally, I think two months is fine. If I didn't,
wouldn't bet there.
