There is no Federal Law about 85%. Each state determines the minumum itself. Arizona is 80%

competition for the gamblers dollar. Most of the games offered in
Montana are in the 90% to 95% range.
There is a 15% tax on net gaming win with 2/3rds going to the
county/municipality and 1/3rd going to the state.
