Sapphire does not get 2x points. There are no more automatic multipliers based on tier. Tier points are non cashable and are only valid for calculating tier levels. B-Connected points are what you can use for freeplay and comps and are $1 per point for slots and $2 per point for VP. Depending on the game, who you are, and whether you win or lose, these may also accrue additional bonus points at an undisclosed rate after the fact.
