In my experience over the last few years at Red Rock, whether the points are cashable or not depends on the type of kiosk promotion. If points are the ONLY prizes available in a kiosk promotion (e.g. the pyramid game where reaching the top automatically wins 1 million points), then those points can be cashed out and/or redeemed for free play. But if a kiosk promotion has points plus any other kinds of prizes available, then any points won are non-cashable and probably will find its best use on discounted dining whenever you're getting 2-1 for your points.
