tomhapner asks: "why?"
If you're playing a negative expectation game and you wish to minimize the cost, you generally play minimum bet. Also some people claim they can shuffle track the pseudo random number generator, so they bet min when conditions are unfavorable and max when conditions are favorable, similar to table games. Also, on progressive slots where the minimum bet qualifies for progressive jackpots or bonus rounds, minimum bet is generally the correct play, at max bet you are betting too much for the jackpots offered. The machines are set up to give you a little at min bet hoping you will then switch to max bet and put it all back and more. Lund wrote about why you min bet many slots in "Robbing the One Armed Bandits". Of course most of the machines he wrote about have been removed from casino floors for some reason, but the same concepts still apply to modern slots.
