I don't know much about Kelly, but I know enough to know that $4,000 is an insufficient bankroll for $9/6 Jacks, and you can make the slot club 1%, and it still would not be enough.

Something doesn't seem right. A 0.5% slot club would give you a 0.04% edge at best on 9/6 jacks, that would put the approximate Kelly bankroll at 19.5/0.0004 = 48,750 bets.
