I am tending to think that the variance with multi-hand and the 98.4% return rate was more of the issue than the Indians rigging the machines. However, all of these Oregon Indian casinos are unregulated, so I really don't know if the games are fair or not. The danger of rigging a machine is that players could find an exploit that was unintentional created or players are so beaten that they don't come back. This happened at Spirit Mountain Indian Casino when they put out the 8-deck Blackjack shoes, where the players got so badly beaten that the tables sat empty on a busy Saturday nights. The casino then went back to the 6-deck shoes and the players returned. It could also be that the casinos may be trying to push the VP players to other games, like slots, or simply discourage VP players all together.
More typical is the very tight nature of the Indian Casinos games and skimpy comps. 5 years ago you could find 99.5% video poker machines but as the middle of last year all those games have been degraded to 98.4% Furthermore, they have taken away many banks of Video Poker to replace them with slots. The casino comps have downgraded over the years as well, where once I could get a great weekend stay and play offers, now only weekday rooms and not much in food offers and zero free play this year so far.
My stay last April at Ballys on The Strip relieved that all of the one dollar and under games where degraded to 98.5% where $5 was where I could find the 99.5% games, but that is way over my bankroll playable rate. I had hopes to play at Ellis Island, but when I went over there all the games where degraded and some removed, so I ended up downtown LV for the most part playing at 4-queens, The D, and Fremont. I did check out the Westgate that is across from Ballys and found it to be OK for VP but the environment there and the overall ambiance was dull. I sort of pegged this as a convention hotel or a program hotel where you get booked when you do one of those timeshare tours.
I will see if I can get a good deal to head out there next month or so.

You will definitely do better in Vegas, and if you want to maximize your comps stay off the strip. At the casino where you did really bad, you may have been cheated, but you don't have enough play there for your results to be statistically significant.
