I dont't think anyone objects if you close off a machine for an hour or two to eat a meal. The problem comes when some greedy people close them off for 4-8 hours, or close them and never bother to return at all. Some venues have responded by putting limits on capping. Some years ago New Orleans had a lot of problems with certain people capping certain machines over and over including while they slept, so they effectively had their "own" machine for days on end. Eventually they instituted limits.
Hopefully during high use periods such as 7 star Events the casino will limit capping to 2 hour max.
Since I know Caesars employees are on this group, maybe they will notice this suggestion and institute it. Players going to such events might want to suggest such measures to their hosts well before the event, so capping excesses can be minimized.
