This was such a stupid scheme. Apparently he was relying on the casino
patrons not to file tax returns claiming refunds. The first time one
did, he was going to be caught. He should have just solicited bribes
from customers to file false tax reports and not withhold funds. That
would have been in the Las Vegas tradition. Everyone would have understood.
