We must play at different casinos. I've found some casinos that tolerate a number of taxables/handpays before they take action, but still, the end result is action, and not in the good way. As a general rule most casinos reduce your promotions the first time you get a taxable or handpay (some casinos make quarter royals handpays and not because they want to help you celebrate your "win").
