Rounding 98.98% up to 99% may be "standard" rounding, but I agree that it's false advertising, especially for video poker since it requires computer perfect play to achieve the payback calculated by a game analyzer. For example, one writer cites 100.2% for his Double Bonus Poker strategy (rounded up from 100.17%). I advertize 100.15% for my cue card to allow for player errors, even though the strategy chart on the cue card evaluates to 100.16%. Don't forget, however, that it is standard practice for casinos to give the impression that the player has a chance to win in the long run.
