I've learned my lesson after a couple of noisy rooms -- always look at the map and don't book a room under the buffet, ice cream machine (kids running to get there), next to theater, under lounges with music. Unfortunately on our free 7 star Breakaway cruise we had an aft cabin with great aft view (assigned to us). Should have been great but parties on the deck (at least 4 levels above) had loud music pumping out at night that floated to aft cabins. We were able to complain and get $100 credit.
My advice is if you know for sure in advance of possible problem, try to switch, even if going from a minisuite to regular balcony. If u cannot change, once onboard at first sign of noise, complain and complain to higher ups, Hotel manager. NCL now has a suggestion box by info desk that goes to hotel manager and seems to have faster results....but phone him!
I don't see why they would charge u more for downgrading room in advance...again, speak to a supervisor and Stress any status u have as a Harrahs guest, Casino player, latitudes member, etx.
