I'm pretty sure a regular TC is $5.00 and it costs $10.00 if you're playing VP. As far as the spa, we tried to use RCs and were told they wouldn't accept them because they are run by a private company.
Also, Windsor is a little south of Detroit after you cross the Ambassador Bridge and the casino is directly across the Detroit River from the GM Building.

A couple comments on Dave's suggestions to Tom and Hedy regarding Caesars Windsor. Check first to be sure that $500 folio credit includes the spa. The "rules" state only food and certain casino-produced entertainment. I know that some casinos make exceptions, but I would double check.
When I was there in August, I was told that the spa accepted Reward Credits, but at a 2:1 ratio, so that's another consideration, and something you might want to double-check.
The preferred exchange rate for Seven Stars is available only at the Main Cashier, or the cashier in the poker room.
Concerning Detroit casinos, I haven't been to Greektown, and made only a brief visit to Motor City, but my preference is MGM. I have an Mlife Platinum card and they treated me very well. Again, no comped alcoholic beverages in Michigan casinos.
Finally, I'm from Toledo originally, and it's a good hour south of Detroit. The casino is actually a little south of Toledo.
