Modify your draw strategy? You'd be "taking a dive" on some ev, but it might actually be Kelly Optimal for your bankroll size or you might get back more ev some other way, which is the usual reason for "taking a dive". "Taking a dive" could be a tactical mistake, but strategically it might be the more game theory optimal choice.

I may have the facts wrong, it wouldn't be the first time, if so I apologize in advance, but if you want another example of someone who's been barred from playing video poker, my understanding is that Bob Dancer has been permanently barred from all MGM properties for life and into the afterlife because his ex-wife had the audacity to hit one royal on a $100 machine. Even though Bob is now legally divorced, his record is still tainted by the actions of his former wife, in the eyes of the all powerful MGM. There is a lesson here, don't be so aggressive trying to hit royal flushes in video poker, casinos don't like to see royal flushes and many will take negative action against those who hit that particular hand, as well as relatives, family members, perceived team members, etc. If you gamble in NJ, you're luckier, in that state casinos are not allowed to bar law abiding citizens and so far it is still not a crime to hit a royal flush, however NJ casinos can still take action against royal flush hitters, such as reducing promotions, exclusion from promotions, and so on, and trust me, take action they will.

He mentioned only 4 royals, but they were big ones. There are many player who
might have gotten 4 royals in only one weekend, just not on $25 machines. There must be more to the story than "too many" royals.

It happens all the time outside of NJ. Microsoft Billionaire Richard Brodie was banned from all Harrahs properties, including convention centers, and the WSOP for playing video poker and hitting too many royal flushes:

Harrahs later realized that this was total stupidity and poor sportsmanship on their part, and they reversed the ban, for Richard Brodie. But casinos outside of NJ continue to abuse their powers. Attorney Bob Nersesian was able to get a court in North Las Vegas to agree the practice of barring customers not breaking any laws was illegal in that jurisdiction, it's just a matter of time before the courts rule the same for the entire state.
